Sam Nkusi is a former Cabinet Minister for Infrastructure in Charge of Energy and ICT in the Republic of Rwanda and was active in formulating ICT, Regulatory and Energy national policies.

He was involved in several African and global Infrastructure initiatives including dealing with stakeholders, development partners and related funding entities.

Nkusi holds a Masters Degree in Engineering from Canada and is professional Engineer with over 30 years progressive executive management in Utilities and the Telecom Industry in Africa and North America.

He has served previously on several boards including Rwandatel, MTN, Altech East Africa and local power utilities.

Nkusi serves as Liquid Telecom East Africa Group Executive and is the Liquid Sea Overseer as well as Chairman for Liquid Telecom Rwanda and Liquid Telecom Kenya.
